Rotating in BITBLT and tickcount

Im currently implementing using back buffers and now instead of having a huge form full of tiles im just loading all the files into memory! Ooooo looking gooood!

Now. I've read briefly somewhere about rotating images in BITBLT, but i cant find how to do it. At the moment my ship can rotate at 45 degree angles and does so by simply loading a different image in thats at a different angle. Too simple. Can someone tell me the code for rotation, i cant find it anywhere.

I'm also not fully understanding tickcount. At the moment im just using a timer. Can someone explain what this is in simple terms?
